Head of Sourcing & Procurement

About the role

The Head of Sourcing & Procurement will lead St Luke's ElderCare’s procurement function, shaping strategy, governance and supplier management to support compassionate, high‑quality care for seniors. This senior leader partners with clinical, operational and corporate teams to align purchasing with organisational priorities and sustainability goals.

Key responsibilities

• Develop and execute an enterprise‑wide sourcing and procurement strategy aligned with operational priorities.
• Oversee the full procurement lifecycle, including requirement definition, RFI/RFQ/RFP/ITT processes, evaluation and contract award.
• Ensure compliance with governance, transparency and value‑for‑money policies.
• Establish procurement frameworks, approval limits, conflict‑of‑interest declarations and compliance checks.
• Lead vendor management, including AVL governance, onboarding, performance evaluation and risk management.
• Drive cost‑optimisation through demand aggregation, negotiation and Total Cost of Ownership analysis.
• Manage contract lifecycle, monitoring performance, renewals and compliance.
• Collaborate with internal stakeholders to align procurement with service delivery needs.
• Provide advisory support on procurement approaches, specifications and tender documentation.
• Build and develop the Sourcing & Procurement team, enhancing processes, reporting and performance metrics.

Required profile

• Bachelor’s degree in Supply Chain, Business Administration or a related field.
• 10–12 years of relevant experience, including at least 5 years in a leadership role.
• Proven expertise in strategic sourcing, tender management and contract negotiation.
• Deep knowledge of procurement governance frameworks, approval structures and compliance requirements.
• Demonstrated success in vendor management and supplier performance evaluation.
