Senior Learning and Development Specialist – Organisation Development

About the role

The Institute of Leadership and Organisation Development (ILOD) is the Civil Service College’s centre of excellence for leadership and organisational development in Singapore. We are seeking an experienced Senior Learning and Development Specialist to design and deliver learning interventions that build Organisation Development (OD) capabilities across the public service.

Key responsibilities

• Design, develop and manage OD milestone programmes, masterclasses and other learning workshops.
• Conduct learning needs analyses for key learner groups and translate insights into digital learning assets, toolkits and infographics.
• Evaluate learner satisfaction and application of learning, providing recommendations for continuous improvement.
• Explore and apply emerging learning technologies to create innovative, self‑paced learning experiences.
• Contribute to the government‑wide OD capability development strategy and provide policy recommendations.
• Facilitate community‑of‑practice sessions, sharing events and workshops to foster cross‑learning among OD practitioners.

Required profile

• Significant experience in learning and development, preferably within organisation development.
• Proven track record designing and managing large‑scale learning programmes and curricula.
• Experience conducting learning needs analyses and creating digital learning resources.
• Familiarity with emerging learning technologies and innovative instructional design approaches.
• Ability to engage senior stakeholders and contribute to policy‑level recommendations.
• Strong facilitation skills for community‑of‑practice and knowledge‑sharing sessions.
