Learning & Development Specialist – Public Sector Leadership

About the role

The Institute of Public Sector Leadership (IPSL) is seeking a Learning & Development Specialist to design and deliver impactful learning interventions for Singapore’s public service leaders. You will work closely with senior officials, external experts and HR partners to build a pipeline of capable leaders.

Key responsibilities

• Diagnose learning needs and design tailored interventions for diverse learner profiles.
• Deliver workshops, courses and blended learning solutions.
• Partner with senior leaders, external experts and HR officers to co‑create performance‑focused programmes.
• Evaluate the impact of learning interventions using feedback and data, and recommend improvements.
• Experiment responsibly to strengthen learning processes and outcomes.

Required profile

• Professionalism and independence in delivering outcomes for the Civil Service College.
• Ability to synthesize information and make sound learning design judgments.
• Strong networking skills across agencies to foster collaboration.
• Proactive stakeholder engagement to co‑create win‑win solutions.
• Continuous improvement mindset with risk‑aware experimentation.
