Project Management Engineer / Architect – Public Housing

About the role

You will join a dynamic project management team delivering quality public housing in Singapore. The role combines engineering and architectural expertise to drive stakeholder engagement, develop project strategies and ensure seamless construction delivery from planning through handover.

Key responsibilities

• Lead consultants and contractors, monitor the construction master programme and keep projects on schedule.
• Track critical milestones, coordinate sample‑unit approvals, and oversee structural, M&E, architectural finishes, lift installation and building services.
• Manage regulatory clearances, support TOP and CSC applications, and prepare pre‑completion and handover inspections.
• Support quality objectives, conduct in‑process audits, and ensure material and functional tests meet CONQUAS standards.
• Monitor project expenditure, handle design changes, variation approvals, extension‑of‑time claims and progress payments.
• Review contractors’ safety and health management systems, environmental control measures and compliance with PUB and NEA regulations.
• Coordinate with HDB groups on optional component schemes, precast components, social facilities and public communications.
• Handle public feedback, complaints and advisor comments.

Required profile

• Relevant knowledge or experience in architecture, civil/structural, mechanical or electrical engineering.
• Professional registration with the Singapore Professional Engineers Board is an advantage for civil/structural roles.
• Strong analytical ability to resolve technical and project‑related issues.
• Clear written and verbal communication skills.
