Communications & Engagement Manager

About the role

As a member of HDB’s Strategic Communications & Engagement Group, you will join the Engagement and Partnerships Department to design and deliver communication and engagement strategies that support HDB’s policies, programmes and initiatives. You will work on a variety of issues, from new policy roll‑outs to complex, sensitive topics that attract diverse public views.

Key responsibilities

• Develop and implement communications and engagement strategies for HDB policies, programmes and announcements, considering public sentiment and stakeholder perspectives.
• Analyse emerging issues, anticipate concerns, and recommend appropriate communication and engagement approaches.
• Build relationships with credible external stakeholders and partners to strengthen public understanding and amplify key messages.
• Support engagement initiatives by shaping narratives, key messages and designing collateral materials.
• Assist with issues and crisis management, including response strategy development and communications readiness.
• Strengthen communications and engagement capabilities across HDB by consulting with colleagues on effective approaches.

• Curious and perceptive, with an interest in current affairs and public policy.
• Excellent command of English and strong relationship‑building skills.
• Open to candidates with no prior work experience who can demonstrate judgement, initiative and problem‑solving ability.
