Constituency Manager – Community Engagement

About the role

The Constituency Manager serves as an administrator and community facilitator at the constituency level, supporting the formation, development, and consolidation of Grassroots Organisations (GROs) to promote social cohesion, racial harmony, and community bonding in Singapore.

Key responsibilities

• Engage residents and community partners to understand needs, gather feedback, and co‑create programmes that strengthen community connectedness.
• Plan and execute community activities, national campaigns and local initiatives in collaboration with PA, CDC and GROs.
• Facilitate the formation of interest groups, informal committees and communication networks, and manage volunteer recruitment and succession planning.
• Provide administrative and logistical support to monthly GRO meetings and submit progress reports to PA headquarters.
• Manage GRO social media platforms, develop communications and marketing materials, and convey government policies with cultural sensitivity.
• Oversee financial management, budgeting, grant preparation and audit readiness in line with PA financial rules.
• Handle procurement processes, draft specifications and ensure compliance with procurement guidelines.
• Maintain accurate records, engagement data and personal data in compliance with data protection policies.

Required profile

• Prior experience in community engagement, social work, grassroots development or a people‑facing role.
• Strong written and verbal communication skills and ability to engage diverse residents and stakeholders.
• Demonstrated leadership through co‑curricular involvement or volunteer coordination.

Required skills

• Proficiency in Microsoft Office applications.
