Executive/Senior Engineer (Building & Civil Engineering)

About the role

The Executive/Senior Engineer will lead the development of technical specifications and manage multidisciplinary consultancy services for new and upgraded transmission substations and related infrastructure. This senior position requires close coordination with internal teams and external agencies to ensure designs meet operational, safety, and regulatory standards.

Key responsibilities

• Develop technical specifications, Terms of Reference (TOR) and tender documents for transmission substation projects.
• Manage multidisciplinary consultants (civil, structural, architectural, M&E, BIM, geotechnical, environmental) to ensure quality deliverables and schedule compliance.
• Review and comment on architectural, civil, structural and M&E designs for compliance with SPPG standards and Singapore building regulations.
• Coordinate with operations, maintenance, and statutory authorities to embed operational requirements into building designs.
• Conduct conceptual planning, feasibility studies, option assessments and technical evaluations for substations, underground facilities and associated infrastructure.
• Support technical evaluation of consultancy tenders and participate in design reviews, value engineering and risk assessments.
• Develop and maintain Transmission Substation Building Guidelines and best‑practice standards.
• Provide technical support for strategic transmission development and investigations of building defects.

Required profile

• Degree in Civil Engineering recognised by the Professional Engineers Board Singapore.
• Experience with transmission substations, power infrastructure, underground structures or multidisciplinary engineering consultancy.
• Familiarity with consultant management, multidisciplinary design coordination and technical governance.
• Strong knowledge of Singapore building regulations, authority submission requirements, Fire Code and BCA standards.
• Experience in feasibility studies, conceptual planning, design reviews and consultant deliverables assessment.
