Learning & Development Specialist for Public Sector Leaders

About the role

The Institute of Public Sector Leadership (IPSL) seeks a Learning & Development Specialist to design, deliver, and evaluate learning interventions that support Singapore public officers throughout their careers. You will work closely with senior leaders, external experts, and HR officers to ensure learning solutions meet the evolving needs of public sector leaders.

Key responsibilities

• Diagnose learning needs and design tailored interventions for diverse learner profiles.
• Partner with stakeholders—including senior leaders, external experts, and HR officers—to co‑create effective learning solutions.
• Deliver learning programmes and monitor their impact using participant feedback and data analytics.
• Evaluate the effectiveness of interventions and recommend improvements.
• Experiment responsibly with new approaches to strengthen learning processes and outcomes.

Required profile

• Professional, independent work style with a focus on delivering high‑quality outcomes for the Civil Service College and Singapore Public Service.
• Ability to synthesize information from multiple sources and make sound learning design recommendations.
