Manager, Budget and Resource Planning (Contract)

About the role

The National Environment Agency (NEA) is a public organisation responsible for a clean and sustainable environment in Singapore. This contract position is in the Budget and Resource Planning Department of the Finance Division, where you will plan, secure and manage the resources needed to deliver NEA's mission.

Key responsibilities

• Manage the end-to-end annual budget process, including budget planning, reviewing budget requests, monitoring budget utilisation and reporting to management
• Evaluate funding proposals and advise on project funding and budget matters
• Partner with departments to secure project funding and budgets with internal and external stakeholders
• Identify opportunities to use technology and build capabilities that improve work processes
• Review policies and processes to strengthen governance and monitoring and drive process improvements

Required profile

• Degree in Business, Accountancy or a related discipline, with at least 3 years of relevant experience
• Prior experience in budget management and/or developing project funding processes in the public sector is preferred
• Familiarity with prevailing Government finance policies
• Highly motivated, meticulous, analytical and resourceful
• Excellent written communication and stakeholder management skills; independent but a good team player
• Able to multi-task in a dynamic, fast-paced environment
