Programme Executive

About the role

The Programme Executive will lead the design, delivery and evaluation of community programmes that support displaced and disadvantaged residents. Reporting to the Regional Officer, you will work closely with cross‑functional teams, partners and stakeholders to ensure programmes align with organisational goals.

Key responsibilities

• Develop, implement and manage programmes and services based on community needs assessments and organisational objectives.
• Plan and conduct support groups, monthly town‑hall meetings and community events for tenants.
• Create and maintain programme policies, procedures and guidelines to ensure quality and regulatory compliance.
• Monitor programme performance, track outcomes and report on key performance indicators.
• Conduct intake and admissions in line with HDB Service Model, coordinating timely referrals and orientations for tenants.
• Collaborate with community organisations, government agencies and internal departments to enhance programme delivery and build partnerships.
• Provide direct support and advocacy for tenants, ensuring access to appropriate services and resources.
• Prepare regular statistics, data reports and financial updates for senior management and stakeholders.
• Maintain accurate records of programme activities, tenant interactions, intakes and admissions.

Required profile

• Relevant experience in programme development, management or coordination within community or social service settings.
• Strong understanding of intake and admissions processes, especially in the context of HDB or similar housing models.
• Excellent communication and collaboration skills to work with internal teams, partners and beneficiaries.
• Ability to monitor, evaluate and report on programme outcomes and KPIs.
• Commitment to the mission of supporting displaced and disadvantaged populations.
