Resident Technical Officer (M&E)

About the role

The Resident Technical Officer (M&E) will oversee mechanical and electrical works across multiple sites in Singapore, ensuring they meet design, regulatory and quality standards. This junior‑level position reports to the project team and collaborates closely with consultants and contractors.

Key responsibilities

• Supervise and inspect on‑site M&E works to verify compliance with approved drawings, specifications and authority requirements.
• Monitor progress, workmanship and installation activities performed by contractors and subcontractors.
• Coordinate technical and site matters with consultants, contractors and other stakeholders.
• Ensure all M&E activities adhere to workplace safety and environmental regulations.
• Participate in site meetings, inspections, testing and commissioning.
• Maintain accurate site records, reports and documentation.
• Identify non‑compliance issues, report them and follow up on rectification works.
• Assist the Qualified Person (QP) and project team in overall project execution and coordination.

Required profile

• Diploma in Mechanical Engineering, Electrical Engineering, Building Services or a related discipline.
• Valid M&E Resident Technical Officer (RTO) certification accredited by the Institution of Engineers Singapore (IES) and registration with the relevant authority.
• Minimum of 3 years of site supervision experience in building or infrastructure projects (preferred).
• Good knowledge of local authority regulations, codes of practice and construction safety requirements.
• Strong communication, coordination and problem‑solving abilities.
• Ability to work independently on‑site.
