Senior Cost Manager – Civil Projects

About the role

Turner & Townsend is seeking an experienced Senior Cost Manager to lead civil and structural cost activities on high‑profile infrastructure projects, including airfield works. You will act as the primary cost specialist, supporting both pre‑contract and post‑contract phases.

Key responsibilities

• Perform measurement and estimating for civil and structural works such as airfield, concrete and steel structures.
• Provide tendering support, evaluate bids and manage tender queries.
• Oversee contract administration, including change/variation control, interim assessments, progress payments and budget forecasting.
• Lead the airfield and civil work packages within the Quantity Surveying team.
• Interface with the client’s PIC on design and construction issues.
• Support the wider QS team with pre‑tender estimates, change tracking and claim reviews.
• Track budgets, produce control reports and liaise with contractor QS on variations and payments.
• Negotiate final accounts and manage claim settlements.

Required profile

• Bachelor’s degree in Cost Management, Quantity Surveying, Construction, Engineering or related field (Master’s a plus).
• Minimum 7 years of experience in cost management or construction project roles.
• Strong communication, leadership and client‑management abilities.
• Business acumen with experience in value management, value engineering and life‑cycle costing.
• Native‑level proficiency in English.

Required skills

• Proficiency with Cost‑X or equivalent cost estimation software.
