Technical Business Analyst - Enterprise Data & Integration

About the role

Activate Interactive, a technology consultancy based in Singapore, is hiring a Technical Business Analyst to deploy at the Ministry of Manpower (MOM). The role supports enterprise data services, system integrations and customer-facing digital platforms, including data replication and exchange services that move operational data reliably across systems. It is a fixed-term contract of 12 months plus 12 months, based at 18 Havelock Road.

Key responsibilities

• Requirements analysis, impact assessments, user stories and acceptance criteria, and solution design reviews with business stakeholders, application teams, DBAs, infrastructure engineers and vendors.
• Support data replication and exchange services, including Oracle GoldenGate, data mapping validation, interface specification review and end-to-end testing.
• Contribute to platform modernisation, application modernisation, integration improvements, cloud adoption and service optimisation.
• Coordinate SIT, UAT, integration testing and production verification, and support deployment planning and post-deployment validation.
• Investigate production incidents, run root cause analysis and coordinate resolution across teams and vendors.
• Support audits, security reviews, vulnerability remediation and compliance assessments against government ICT policies.
• Liaise between business stakeholders, vendors and technical teams, and maintain requirements, solution specifications and integration documentation.

Required profile

• Degree in Information Technology, Computer Science, Information Systems, Engineering or a related discipline.
• At least 5 years of experience in business analysis, systems analysis, application support, integration services or enterprise data platforms.
• Experience supporting enterprise data platforms, Oracle databases, Oracle GoldenGate replication environments, data exchanges, system integrations or large-scale production support is highly advantageous.
• Experience in customer-facing digital services or a government technology environment is an added advantage.

Required skills

• Good understanding of Oracle databases, data structures, SQL queries and database concepts.
• Understanding of RESTful APIs, web services, API authentication and enterprise integration patterns.
• Familiarity with Oracle GoldenGate, data replication or change data capture solutions.
• Experience coordinating SIT, UAT, deployment and production support.
• Tools such as Jira, Confluence, Azure DevOps or Git are mentioned as useful.
