Head of Internal Audit

About the role

The Ministry of Culture, Community and Youth is seeking a senior professional to lead its Internal Audit team. Reporting to the Audit Committee and the Director, you will shape audit strategy, ensure robust controls, and safeguard public funds.

Key responsibilities

• Formulate and execute IT and internal audit workplans aligned with organisational objectives.
• Supervise and conduct internal audit reviews to verify internal controls, procedures, and financial reliability.
• Lead investigations of irregularities and perform value‑for‑money audits on key expenditure items.
• Establish and maintain an IIA‑compliant Quality Assurance programme.
• Collaborate with senior management and process owners to promote effective risk management and corporate governance.
• Manage, develop, and mentor internal audit resources and talent.
• Educate line departments on risks, best practices, and provide risk advisory to key projects.

Required profile

• Minimum 10 years of audit or finance experience, including at least 8 years in internal audit.
• At least 5 years leading an internal audit team or department.
• Experience in public‑sector internal audit and familiarity with IIA standards.
• Proven track record of conducting and leading investigations (minimum six audits and three investigations).
• Ability to multitask, work independently in a fast‑paced environment, and communicate effectively with senior stakeholders.
