Lead Product Manager – Geospatial

About the role

We are seeking a Lead Product Manager to shape the Ministry of Education’s geospatial and spatial modelling capabilities. You will drive the creation of a spatial modelling engine and a geospatial data platform that enable evidence‑based school planning and infrastructure decisions across Singapore.

Key responsibilities

• Design and build the Ministry’s Spatial Modelling Engine to forecast education demand using housing, demographic, migration, land‑use and accessibility data.
• Develop multi‑year scenario models to support decisions on new schools, mergers, campus shifts, capacity planning and infrastructure renewal.
• Integrate data and insights from agencies such as URA, SLA, LTA, DOS, HDB and GovTech into the planning logic.
• Establish and maintain authoritative geospatial data layers (school locations, travel‑time, catchments, urban constraints, environmental layers) and define APIs, standards and governance rules.
• Collaborate with engineering and data teams to deploy the geospatial platform that powers analytic tools and downstream products.
• Embed mapping and location‑intelligence features into existing MOE tools like School Cockpit+, creating map‑based interfaces and visual analytics for planners.

Required profile

• Proven experience building geospatial products, planning tools or modelling systems.
• Strong ability to translate planning and policy questions into functional data models and tools.
• Excellent collaboration skills with planners, policymakers, engineers and analysts.
