Learning & Development Specialist

About the role

The Institute of Public Sector Leadership (IPSL) is seeking a Learning & Development Specialist to support the Singapore Public Service leadership pipeline. You will work within the IPSL programmes team, identifying and addressing the learning needs of public officers at key career milestones.

Key responsibilities

• Diagnose learning needs and design tailored interventions for diverse learner profiles.
• Deliver learning programmes and workshops that build leadership, governance and public service ethos.
• Partner with senior leaders, external experts and HR officers to co‑create solutions and ensure timely delivery.
• Evaluate the impact of interventions using participant feedback and data analytics, feeding insights into continuous improvement.
• Experiment responsibly with new approaches to strengthen learning processes and outcomes.

Required profile

• Serve with heart, commitment and purpose, delivering outcomes for the Civil Service College and the Singapore Public Service.
• Think clearly and make sound judgments by synthesising information to recommend effective learning solutions.
• Work collaboratively across agencies to foster a positive public service culture.
• Engage stakeholders proactively to co‑create win‑win learning outcomes.
• Continuously improve and innovate, managing risks associated with change.
• Commit to lifelong learning and apply new knowledge on governance, policy and learning design.
