Engineering Manager – Apps Product (DSP)

About the role

GovTech, Singapore’s lead agency for Smart Nation initiatives, is looking for an Engineering Manager to lead the Apps Product team. You will set technical direction, drive product delivery, and build a high‑performing engineering culture that supports the nation’s digital transformation.

Key responsibilities

• Define the team’s engineering vision, strategy and roadmap aligned with GovTech’s overall goals.
• Partner with product, design, QA, security and other cross‑functional stakeholders to prioritize work and deliver incremental product value.
• Maintain a long‑term technical plan, updating it to meet future product, business and infrastructure needs.
• Participate in architecture reviews, design discussions and code reviews to provide sound technical judgment.
• Ensure predictable, high‑quality software delivery while improving developer experience and engineering effectiveness.
• Embed reliability and security practices such as observability, incident response and post‑mortems.
• Coach and develop engineers through feedback, performance conversations and career planning.
• Establish engineering practices and tools that foster a strong culture and maximise impact.
• Assist with senior hiring and onboarding activities.

Required profile

• Proven experience building and operating large, high‑availability software systems at scale.
• Strong technical leadership with the ability to guide architecture and raise engineering standards.
• Demonstrated people‑leadership skills, including coaching, performance management and talent development.
