HR Operations Manager – Recruitment & Onboarding

About the role

The National Library Board is seeking an HR Operations Manager to lead recruitment, onboarding, and employee lifecycle processes across its network of libraries and archives. You will work in a flexible, hybrid environment, supporting a mission to nurture readers, learners, and a knowledgeable nation.

Key responsibilities

• Manage end‑to‑end recruitment, from job posting to offer management, ensuring a smooth candidate experience.
• Execute onboarding, contract administration, deployment, and off‑boarding in line with HR policies.
• Maintain accurate employee data in Workday, updating records and HR transactions promptly.
• Develop and keep up‑to‑date standard operating procedures for HR operations.
• Review competency‑based selection frameworks to ensure fair hiring decisions.
• Drive onboarding initiatives and collaborate with stakeholders for an engaging new‑hire experience.
• Track recruitment and onboarding metrics, providing insights to improve processes.
• Support employer branding and inclusive hiring initiatives.
• Contribute to ad‑hoc projects and cross‑divisional initiatives.

Required profile

• At least two years of HR operations experience (candidates with strong interest but no prior experience are welcome).
• Meticulous, organized, and detail‑oriented.
• Strong interest in recruitment, onboarding, and employer branding.

Required skills

• Workday (HRIS) proficiency.
