Senior Engineering Manager – Waste Management Facilities

About the role

The position leads a core team of technical specialists responsible for the design, construction, commissioning and operation of major waste‑to‑energy facilities, including the Integrated Waste Management Facility (IWMF) and Tuas South Incineration Plant (TSIP). You will work closely with project consultants, government agencies and contractors to ensure safe, efficient and compliant plant performance.

Key responsibilities

• Assist engineers and supervise construction progress at IWMF, ensuring compliance with design specifications and statutory requirements.
• Coordinate design reviews with consultants and key stakeholders for all IWMF facilities.
• Participate in testing, commissioning and factory acceptance tests (FATs) for mechanical, process, electrical, instrumentation and automation equipment.
• Lead a unit of technical specialists to plan and execute preventive maintenance and overhauls for turbo‑generators, motors, switchgear, control systems and field instruments at TSIP.
• Administer contracts for operation and maintenance of mechanical, electrical, instrumentation, control and building services equipment.
• Enforce permit‑to‑work procedures, supervise contractor work for quality and safety, and promote a strong safety culture.
• Develop standard operating procedures, safety guidelines and equipment testing programmes.
• Perform shift work in the waste‑to‑energy plant as required and drive continuous‑improvement projects.

Required profile

• Diploma in any engineering discipline (minimum 3 years relevant experience) or Nitec in any engineering discipline (6–8 years relevant experience). Fresh diploma graduates may be considered.
• Professional certifications such as Licensed Electrical Worker, Boiler Attendant, or Workplace Safety & Health Officer are preferred.
• Strong technical background with good analytical abilities; knowledge of solid waste management is an advantage.
• Effective interpersonal communication and ability to work independently as well as within a team.
