Senior/Principal Consultant – Organisation Development (2-year secondment)

About the role

The Civil Service College's Institute of Leadership and Organisation Development (ILOD) is offering a unique 2‑year secondment for an experienced organisation development professional. This role will support transformation and change initiatives across Singapore government agencies while deepening your OD consulting expertise.

Key responsibilities

• Lead OD and transformation projects across multiple government agencies, including culture change, restructuring, strategic visioning, and leadership development.
• Conceptualise, design and facilitate interventions based on OD and behavioural science to align leadership, formulate strategy and drive organisational change.
• Collaborate with multidisciplinary teams to create practical solutions and build internal client capabilities.
• Manage complex stakeholder relationships, navigating political and organisational dynamics to achieve positive outcomes.
• Synthesise consultancy insights to enrich the public‑service OD knowledge base and share best practices.

Required profile

• 8–10 years of experience delivering organisation‑level OD initiatives.
• Strong executive presence and credibility when engaging senior leaders.
• High self‑awareness, emotional intelligence and relationship‑management skills.
• Commitment to continuous learning, strong analytical ability and sound judgement in ambiguous situations.
• Graduate Certificate in Organisation Development (CSC) or equivalent qualification from a reputable OD training body.
