About the role
The Test & Quality Engineering Lead will define and institutionalise an enterprise‑wide testing strategy, governance and quality engineering practices for StarHub’s corporate systems. The role drives a culture of quality‑by‑design, continuous testing and ensures that all platforms are resilient, secure, scalable and production‑ready.
Key responsibilities
- Define, implement and continuously improve the enterprise‑wide testing strategy, governance model and quality standards.
- Lead centralised test governance and operating model across programmes, platforms and vendors.
- Establish and track enterprise quality KPIs such as defect leakage, automation coverage and release readiness.
- Provide executive‑level visibility on quality health, risks and release readiness.
- Oversee the full testing lifecycle – planning, design, execution and production validation – for multiple programmes.
- Ensure comprehensive functional and non‑functional testing coverage (performance, resilience, security, usability, scalability).
- Enforce quality gates and release governance to meet enterprise standards.
- Drive large‑scale adoption of test automation and continuous testing integrated into CI/CD pipelines.
- Lead strategy and standardisation of testing tools, frameworks and platforms.
- Champion shift‑left and shift‑right testing practices across the development lifecycle.
- Partner with senior stakeholders (delivery leads, architects, product owners, service managers) to align on quality outcomes.
- Provide oversight of QA vendors, ensuring SLA/KPI adherence and value realisation.
- Integrate testing with Service Management processes for seamless transition to operations.
- Lead enterprise‑level defect management, root‑cause analysis and continuous improvement initiatives.
- Develop internal testing capabilities, including talent development within the Testing Centre of Excellence.
Required profile
- Proven experience leading enterprise‑wide testing strategy and governance in large, complex organisations.
- Strong track record of driving test automation, continuous testing and quality engineering practices.
- Experience managing vendor ecosystems and overseeing QA service contracts.
- Ability to influence senior leadership and collaborate with cross‑functional stakeholders.
- Demonstrated expertise in end‑to‑end testing lifecycle and non‑functional testing domains.
