Category Manager, IT Software and Partnership

About the role

The Category Manager for IT Software and Partnership will lead sourcing strategies for enterprise software applications, driving value across Singtel’s operating companies. You will work closely with IT stakeholders, suppliers and internal teams to optimise spend and ensure compliance with procurement policies.

Key responsibilities

• Identify, develop and implement joint sourcing opportunities for Business Support Systems (BSS), hypervisors, enterprise licences, SaaS and other software applications.
• Lead procurement activities across Singtel Group OpCos as part of the Global Category Procurement team.
• Manage the Group IT Software spend (approximately S$30M) and drive scale across geographies.
• Establish regional framework agreements, partnerships and price‑benchmarking initiatives.
• Guide business users on procurement policy, governance and best practices.
• Influence stakeholders across OpCos to align with category strategies.
• Lead contract negotiations with suppliers, supported by key internal stakeholders.
• Provide market intelligence and expertise while collaborating with business units and suppliers.

Required profile

• Bachelor’s degree.
• Minimum 5 years of experience in procurement, preferably within telecom or technology.
• Proven experience with procurement systems such as Ariba, Coupa or iCertis.
• Strong MS Office skills.
• Ability to translate data analytics into actionable sourcing insights and adopt AI where relevant.
• Excellent negotiation capabilities.
