M&E Manager – Civil & Structural Projects

About the role

The M&E Manager will oversee the delivery of high‑quality civil and structural works, ensuring safety, compliance and minimal impact on client operations. This role involves supervising contractors, coordinating with safety teams, and managing on‑site technical officers.

Key responsibilities

• Monitor contractor performance, safety practices and statutory compliance.
• Attend all project meetings (site, progress, variation, coordination, QA/QC).
• Supervise construction of civil and structural works, ensuring adherence to specifications, drawings and the Building Control Act.
• Inspect and supervise M&E works such as concreting, pavement, drainage, compaction, curing, formwork, prop removal, precast erection and steel works.
• Manage Resident Technical Officers and coordinate with the safety team on WASH and aerodrome safety systems.
• Ensure construction activities do not disrupt client operations and that emergency preparedness protocols are followed.
• Verify and validate reports, claims and material quality, taking corrective actions as needed.
• Resolve contractor queries, maintain shift duty roster and perform administrative tasks as directed.

Required profile

• Accredited by the Joint Accreditation Committee of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore (preferred).
• Minimum 8 years of civil engineering experience, including at least 3 years on major construction projects involving deep excavation, drainage, pipe jacking, ground improvement and aircraft pavement.
• Degree in Civil Engineering recognised by the Professional Engineers Board (PEB).
• Accredited as a Registered Engineer (RE) with IES.
• Willingness and ability to work shift duties.
