Assistant/Manager – Volunteer Operations & Programme Management

About the role

CARE CORNER Singapore is seeking an Assistant Manager or Manager to lead its Volunteer Operations and Programme Management functions. The role oversees the AAYS Scheme and drives volunteer engagement across the organisation.

Key responsibilities

• Lead the planning, implementation, monitoring and evaluation of the Appropriate Adults for Young Suspects (AAYS) Scheme.
• Ensure day‑to‑day operational excellence and high service standards for the programme.
• Develop and execute programme strategies, annual work plans and KPIs aligned with organisational goals.
• Manage programme budgets, resource allocation, procurement and financial reporting.
• Oversee the Call Activation System (CAS) web and mobile applications and the Volunteer Management System, ensuring they meet operational needs.
• Conduct programme audits, governance reviews and risk management to ensure compliance.
• Collaborate with government agencies, law enforcement and community partners for successful scheme delivery.
• Lead organisation‑wide volunteer management, engagement and development initiatives.
• Monitor and analyse volunteer and programme performance data to inform strategic decisions.
• Coordinate and administer volunteer operations, fostering internal and external collaboration.

Required profile

• At least 5 years of relevant experience in programme management, volunteer management or related fields.
• Minimum 3 years of experience leading and supervising teams, with a proven ability to coach and develop staff.
• Strong stakeholder management skills and ability to work with government and community partners.
• Demonstrated capability to manage budgets, resources and compliance requirements.
