Network Procurement Manager (Singapore)

About the role

Tencent Cloud, part of the Cloud & Smart Industries Group (CSIG), is looking for a Network Procurement Business Manager in Singapore. The role drives carrier network resource expansion and strategic partnership development, covering network node site selection, early-stage technical coordination, commercial negotiation and execution, and ongoing partnership management with telecom operators and suppliers. It acts as the main commercial interface for regional carriers and coordinates cross-functional work with planning, network and operations teams.

Key responsibilities

• Lead commercial development of carrier network resources, including site selection and evaluation, technical coordination, commercial negotiation, contract execution and billing/payment management.
• Act as the primary commercial interface for telecom operators in the assigned region, building long-term strategic partnerships.
• Serve as the main contact between the company and operators or suppliers, coordinating resolution of operational issues and optimization requests.
• Drive implementation of network resource projects and keep internal and external stakeholders aligned.
• Provide market intelligence and recommendations on carrier engagement, procurement strategy and IDC/CDN industry trends.

Required profile

• Bachelor's degree or above and at least 3 years of experience in infrastructure, telecom or cloud environments.
• Technical background in IDC, networking or cloud infrastructure, with hands-on work with telecom operators, cloud providers or large internet companies, including CDN experience.
• Proven commercial negotiation skills and experience managing cross-border carrier or infrastructure partnerships across Southeast Asia.
• Frequent travel across Southeast Asia.

Required skills

• Strong understanding of peering, routing optimization and interconnection models in carrier or IDC environments.
• Excellent written and spoken English; proficiency in Mandarin Chinese is required, as about half the role involves collaboration with Tencent's headquarters in China.
• Familiarity with contract structures and basic legal considerations in commercial negotiations; cloud or networking certifications are a plus.
