Recruitment Manager – Private Education

About the role

United Ceres College is looking for an experienced Recruitment Manager to lead its student recruitment and business development activities. The role will shape the college’s sales strategy, grow its network of education agents and partners, and drive enrolment and revenue growth across local and international markets while ensuring compliance with EduTrust and Singapore’s Private Education regulations.

Key responsibilities

• Develop and execute the overall student recruitment, sales and market development strategy.
• Set and achieve annual enrolment, revenue and conversion targets for diploma, advanced diploma, postgraduate and partner‑university programmes.
• Identify priority markets and expand a network of local and overseas education agents and institutional partners.
• Conduct agent due diligence, negotiate commercial terms, define commission structures and manage agent appointments, renewals and training.
• Monitor agent performance, applications, conversion rates, enrolments, cancellations, student quality and compliance issues.
• Lead the sales and programme‑consultant team, overseeing the process from lead generation to post‑enrolment handover.
• Organise agent briefings, exhibitions, school visits, webinars and overseas marketing events.
• Provide accurate enrolment and revenue forecasts and collaborate with Admissions, Student Services, Academic, Marketing, Finance and Quality Assurance teams.
• Ensure all recruitment activities comply with the Private Education Act, EduTrust requirements and the college’s policies.

Required profile

• Diploma or bachelor’s degree in business, marketing, education, management or a related field.
• Minimum five years of experience in sales, business development or student recruitment, preferably within a Singapore Private Education Institution holding EduTrust certification.
• Strong understanding of the regulatory environment governing private education in Singapore.
