Senior Executive, Procurement

About the role

Nanyang Technological University (NTU) is seeking a Senior Executive to join NSS Procurement. The role works closely with multiple Schools and Departments to drive procurement improvements and contributes to the University's operational excellence. It offers exposure to a wide range of procurement categories and stakeholders, and combines strategic thinking, stakeholder engagement and hands-on execution.

Key responsibilities

• Ensure procurement activities are efficient, cost-effective and compliant with University policies and guidelines.
• Manage and lead RFI, RFQ and RFP processes, including developing the roadmap to meet NTU deliverables.
• Review and improve procurement processes to enhance efficiency, governance and service delivery.
• Manage supplier sourcing, evaluation and contract negotiations to achieve value for money.
• Advise internal stakeholders so they understand processes and requirements.
• Conduct spend analysis to identify consolidation and cost-saving opportunities.
• Ensure compliance of procurement activities and contracts with institutional policies and regulations.
• Build and maintain strong relationships with internal users and external suppliers.

Required profile

• 4 to 7 years of relevant procurement experience in direct and/or indirect procurement.
• Strong understanding of end-to-end procurement, including sourcing, tendering and contract management.
• Good knowledge of procurement governance, compliance and policy requirements.
• Ability to manage multiple priorities and work independently while collaborating with others.
• Good-to-have: Bachelor's degree in Business Administration, Supply Chain Management or a related discipline.
• Good-to-have: experience in a large or complex organisation.

Required skills

• Spend analysis and analytical skills to develop practical recommendations.
• Excellent written and verbal communication skills.
• Good-to-have: experience with electronic procurement systems such as Ariba or similar platforms.
• Good-to-have: exposure to process improvement, automation or data-driven procurement initiatives.
