Technology Procurement Specialist - Strategic Sourcing (Banking)

About the role

We are looking for an IT Technology Procurement Specialist – Strategic Sourcing to join our banking client on a contract basis. Based in Singapore’s Central Region, you will drive strategic sourcing initiatives for technology solutions that enable operational excellence and digital transformation within the banking sector.

Key responsibilities

• Develop and execute strategic sourcing plans for IT infrastructure, software, cloud services and emerging technologies tailored to banking requirements.
• Conduct market analysis and vendor landscape assessments to identify optimal providers that meet compliance and security standards.
• Lead end‑to‑end procurement processes, including requirements gathering, RFP creation, vendor evaluation, negotiation and contract management.
• Manage vendor relationships, negotiate commercial terms and service levels, and monitor performance against contractual obligations.
• Evaluate total cost of ownership, identify cost‑saving opportunities and ensure value optimisation without compromising quality or security.
• Ensure all procurement activities comply with banking regulations, internal governance, risk management policies and cybersecurity standards.
• Collaborate with IT, business units and finance to align technology needs with strategic objectives.
• Maintain detailed procurement documentation, performance metrics and audit trails for transparency.

Required profile

• 5‑8 years of experience in IT procurement, strategic sourcing or vendor management, preferably within banking or financial services.
• Strong understanding of IT technology categories such as infrastructure, software licensing, cloud services and cybersecurity solutions.
• Proven track record in vendor evaluation, RFP management, contract negotiation and commercial deal structuring.
• In‑depth knowledge of banking compliance, regulatory frameworks and security standards (e.g., MAS Tech Risk Management).
• Proficiency with procurement systems and related tools.
