Analyst Programmer / Systems Analyst – Digital Solutions

About the role

The National Institute of Education (NIE) in Singapore is seeking an Analyst Programmer / Systems Analyst to join its Digital Solutions Department on a fixed‑term contract until 30 June 2027. The role will support NIE’s digital transformation initiatives, focusing on application development, system support, and AI‑enhanced student services.

Key responsibilities

• Design, develop, test, and implement application systems based on user requirements and project timelines.
• Identify and implement AI‑driven features to personalize the student digital experience.
• Propose modernisation of student information systems using latest technology stacks and AI‑assisted development.
• Maintain and enhance existing in‑house applications for optimal performance and user experience.
• Collaborate with cross‑functional IT teams for system deployment and integration.
• Ensure high standards of code quality, test coverage and participate in code reviews.
• Troubleshoot, debug, and upgrade applications as needed.
• Independently manage IT projects from initiation to completion.
• Ensure compliance with NIE’s data governance, IT audit, and security policies.

Required profile

• University degree in Computer Science, Information Technology, Engineering or a related discipline.
• Minimum three years of experience in software development and IT project management.
• Strong understanding of university‑level programmes, academic calendars, course enrollment and related processes.

Required skills

• Proficiency in .NET programming and related frameworks (e.g., C#).
• Practical experience using GitHub Copilot to improve development efficiency.
• Solid knowledge of the Software Development Life Cycle (SDLC) and Agile methodologies.
• Experience with API integration and database layers.
• Strong background in relational databases and ORM frameworks such as Hibernate.
