Assistant Director, Electrical and Power System Design

About the role

The Public Utilities Board (PUB) is recruiting an Assistant Director for its Electrical and Power System Design team within the Planning, Development & Corporate Services (PDCS) division of the Water Reclamation Plants (WRP) department. The role leads the design of large-scale water reclamation plant projects, including the New Kranji WRP (NKWRP) and the Changi WRP Phase 3 expansion (CP3), as part of a multi-disciplinary project team.

Key responsibilities

• Apply engineering knowledge and problem-solving skills to develop complex industrial solutions for next-generation smart Water Reclamation Plants.
• Build engineering specialisation competencies, such as 66kV experience.
• Work with consultants and stakeholders so that end-user requirements are met in scope, quality, benefits and risks within the project timeline.
• Review technical matters on the electrical scope of works, including EHT/HT/LT switchgears (66kV/22kV/LT), transformers, diesel generators, power cables and compliance requirements.
• Ensure designs comply with standards and electrical safety regulations, including Singapore Standard SS638, electrical statutory codes, the SPPG handbook and workplace safety requirements, while considering design for maintainability and energy efficiency.
• Liaise with EMA and SPPG on 66kV/22kV electrical works for the NKWRP and CP3 projects.
• Coordinate with cross-functional teams on electrical design, covering operational requirements, reliability, resiliency, safety and maintainability.
• Take part in smart initiatives for digital water plants, such as digital twinning, automation, artificial intelligence and robotics.

Required profile

• Degree in Electrical & Electronics Engineering, Power Engineering or equivalent.
• Entrepreneurial and collaborative mindset.
• Experience in infrastructure projects or plant design, construction or O&M work is preferred.
• Good communication, written and interpersonal skills.
