Assistant Director – Infrastructure Planning & Upgrading (M&E)

About the role

Nanyang Technological University (NTU) seeks an experienced Assistant Director to lead mechanical and electrical (M&E) infrastructure planning and upgrading across its campus. The role will shape multi‑year roadmaps, drive sustainability initiatives, and ensure critical systems are modernised for a future‑ready university environment.

Key responsibilities

• Develop and oversee a multi‑year M&E upgrading roadmap and budget aligned with asset lifecycle and the campus master plan.
• Conduct asset condition assessments, prioritise renewals based on risk, criticality and lifecycle considerations.
• Lead end‑to‑end delivery of M&E projects, including design, procurement, construction and commissioning.
• Manage consultants and contractors to ensure safety, timeliness, budget compliance and quality standards.
• Implement project governance, risk management and quality assurance throughout project lifecycles.
• Integrate energy‑efficient technologies and sustainable solutions into upgrade projects.
• Identify opportunities to optimise energy performance and operational efficiency of campus infrastructure.

Required profile

• Degree in Mechanical Engineering, Building Services, Facilities Management or related discipline.
• Minimum 10 years of experience in M&E engineering, facilities/infrastructure management, or building services.
• Proven track record managing large‑scale infrastructure upgrading or asset renewal projects.
• Strong understanding of infrastructure lifecycle management, asset renewal strategies and maintenance practices.
• Excellent stakeholder management, communication and problem‑solving abilities.
