Assistant Head/Payroll – Finance Department

About the role

The National Institute of Education (NIE) is seeking an experienced finance professional to serve as Assistant Head/Payroll within its Finance Department. Reporting to the Head of Finance, you will lead payroll administration, budget monitoring, and various financial governance functions to support the institute’s mission.

Key responsibilities

• Oversee end‑to‑end payroll operations, ensuring timely and accurate salary processing and related transactions.
• Ensure compliance with statutory requirements such as the CPF Act, Employment Act, and Income Tax Act.
• Monitor manpower budgets, track utilisation, and prepare expenditure forecasts for financial planning.
• Administer the institute’s operating budget, reviewing allocations, utilisation, and variance analysis.
• Manage overseas travel claim processing, ensuring adherence to institutional policies.
• Oversee accounting for self‑financing programmes and conference funds, including reconciliations and reporting.
• Administer insurance policies, handling renewals, claims coordination, and stakeholder liaison.
• Collaborate with internal stakeholders to improve finance processes, strengthen controls, and enhance service delivery.

Required profile

• University degree in Accountancy or a related field.
• Minimum 5 years of accounting and managerial experience.
• Member of the Institute of Singapore Chartered Accountants (ISCA).
• Strong interpersonal, organisational, communication and writing abilities.
• Excellent analytical and conceptualisation skills.
• Self‑motivated, capable of working independently and as part of a team.

Required skills

• Highly proficient in Microsoft Office applications.
• Knowledge of SAP S/4Hana (advantage).
