Assistant Manager, Payroll

About the role

NTUC Health, an NTUC enterprise providing health and eldercare services in Singapore, is hiring an Assistant Manager, Payroll. The role covers end-to-end payroll administration and processing, ensuring timely and accurate salary payments, payroll reconciliation, statutory submissions and compliance with statutory, regulatory and company requirements. It works closely with HR, Finance and other stakeholders.

Key responsibilities

• Own and oversee the monthly payroll process, including validation, reconciliation and resolution of discrepancies.
• Administer statutory claims such as Childcare Leave, National Service, Government-Paid Maternity Leave and other government-supported claims.
• Prepare and submit statutory filings such as CPF contributions, IR21, IR8A and the Auto-Inclusion Scheme (AIS).
• Ensure compliance with the Singapore Employment Act, CPF regulations and income tax requirements.
• Oversee payroll accounting, including general ledger postings, month-end activities and Finance queries.
• Produce monthly payroll, statutory and management reports and ad hoc analysis.
• Advise employees and stakeholders on payroll, statutory benefits and taxation.
• Support internal and external audits and lead payroll system enhancements, UAT and implementation.
• Maintain payroll SOPs, controls and work instructions, and guide payroll team members.

Required profile

• Diploma or higher qualification in Accountancy, Finance, Business Administration, Human Resources or equivalent.
• At least 5 years of hands-on payroll processing experience in a large or complex organisation with a workforce of at least 2,000 employees in Singapore.
• Preferred: experience in payroll system implementation, upgrades or UAT.

• SAP SuccessFactors Employee Central Payroll (ECP)
• Microsoft Excel (PivotTables, VLOOKUP/XLOOKUP) and Google Workspace
• Knowledge of Singapore employment legislation, CPF and income tax reporting (IR8A, IR21, AIS)
