Assistant/Manager/Executive Manager – Vector Control Policy (Contract)

About the role

You will join the Vector Control Policy Department (VCPD) to help shape and implement vector control policies, strategies and regulations in Singapore. The role focuses on the Environmental Control Officer for Specified Construction Sites (ECO‑SCS) scheme and works closely with cross‑functional teams and external stakeholders.

Key responsibilities

• Formulate and review operational policies and procedures to support NEA’s strategic objectives.
• Conduct research and analysis to identify best practices and regulatory requirements for policy development.
• Evaluate existing policies and recommend updates to ensure relevance and effectiveness.
• Collaborate with cross‑functional teams to gather inputs and feedback on proposed policies.
• Review legislation with the legal department and undertake required Act amendments.
• Identify training gaps, develop competency frameworks, and enhance training curricula for relevant industries.
• Handle queries, feedback, and appeal cases related to policies and regulatory requirements.
• Coordinate meetings, prepare papers, track follow‑up actions, and provide secretariat support to committees and working groups.
• Perform any other ad‑hoc duties as assigned.

Required profile

• Prior experience in policy formulation, learning & development, stakeholder engagement, or event organisation is an advantage.
• Strong analytical and sense‑making abilities.
• Excellent communication, writing and presentation skills.
• Team player who enjoys interacting with others.
• Self‑driven, able to work independently and multitask.
