AVP Technical Delivery Manager – Group Technology

About the role

The AVP Technical Delivery Manager will lead the end‑to‑end technical delivery of large‑scale banking projects across Singapore. Reporting to the Project Manager, you will coordinate multi‑vendor teams, ensure compliance with bank policies and drive innovative solutions that meet business needs.

Key responsibilities

• Own successful execution of projects, ensuring scope, timeline and budget compliance.
• Drive data, design and solution discussions with vendors, technology teams and user groups.
• Lead and coordinate multi‑vendor teams to deliver integrated solutions.
• Provide regular technical delivery status updates to the Project Manager.
• Partner with Solution and Enterprise Architects to translate concepts into working solutions.
• Collaborate with Architects and Development Leads to ensure designs meet enterprise standards, security and control requirements.
• Work with Test Manager to create comprehensive system test plans aligned with project scope and quality targets.
• Identify, raise and manage project risks and issues, escalating when necessary.
• Manage relationships with business lines and external parties, handling escalations, expectations and scope changes.
• Organise and chair governance meetings, preparing materials and minutes.

Required profile

• Bachelor’s degree in Computer Science, Engineering or related discipline; PMP certification preferred.
• Minimum 8 years of technical management experience in banking or financial services.
• Proven experience delivering large‑scale, multi‑interface applications across the region.
• Hands‑on experience with full Software Development Life Cycle and Agile methodologies.
• Strong communication, stakeholder management and organizational skills.
• Self‑starter attitude, ability to work independently and navigate ambiguity.
• Result‑oriented with a focus on end‑to‑end issue resolution.
