Construction Manager – Tuas Project (Singapore)

About the role

The Construction Manager will lead the construction team for the Tuas project in Singapore, overseeing all phases from initiation to close‑out to ensure successful project delivery.

Key responsibilities

• Initiate, plan, execute, control and close construction activities.
• Build and manage the construction team, develop workflows and procedures.
• Develop and maintain the Construction Plan, site layout, temporary utilities and security plan.
• Review engineering drawings, conduct constructability studies and support design optimisation.
• Prepare technical bidding documents, evaluate pre‑qualification, and lead tender evaluations.
• Approve contractor method statements, HSE plans, schedules and quality plans.
• Maintain site infrastructure (access, power, water, lighting) in safe operating condition.
• Control schedule through weekly/monthly progress reviews and corrective actions.
• Manage RFI/RFA processes, shop‑drawing reviews, material submissions, change requests and ITPs.
• Conduct risk assessments, monitor high‑risk work and maintain issue logs.
• Validate work‑in‑place quantities for interim cost claims.
• Coordinate with authorities, consultants and third‑party agencies.
• Lead acceptance, hand‑over, punch‑list resolution and support CQV activities.
• Negotiate final cost settlement and resolve commercial disputes.

Required profile

• Bachelor’s degree or higher in Mechanical or Electrical engineering.
• Extensive experience in construction management for large‑scale projects.
• Proven ability to lead multidisciplinary construction teams.
• Strong understanding of HSE, QA/QC and interface management.
• Experience with cost estimation, scheduling and risk management.
