Cost & Contract Manager

About the role

Our client, a leading developer in Singapore, is seeking an experienced Cost & Contract Manager to oversee commercial, procurement and contract functions for a high‑profile development project. The role spans the full project lifecycle, from tendering through construction, cost control and project close‑out.

Key responsibilities

• Lead all cost, contract, procurement and commercial management activities across the project lifecycle.
• Manage tendering processes, contract reviews, procurement strategies and commercial risk assessments.
• Administer post‑contract activities including cost control, cash‑flow forecasting, variation orders, extensions of time, loss & expense and contractual claims.
• Monitor project budgets, prepare commercial reports and ensure financial targets are met.
• Review and negotiate contractor claims, variations, quotations and other contractual submissions.
• Advise project teams on contract interpretation, commercial risks, procurement and cost optimisation.
• Collaborate with consultants, contractors and stakeholders to resolve commercial and contractual matters.
• Ensure compliance with contractual obligations, company governance and procurement policies.

Required profile

• Degree in Quantity Surveying, Construction Management, Building, Engineering or a related discipline.
• Minimum 10 years of experience in commercial, cost or contract management, preferably with managerial responsibility.
• Strong experience in both pre‑contract (tendering, procurement) and post‑contract (cost control, contract administration, claims) functions.
• Proven track record managing variations, extensions of time, loss & expense and commercial negotiations.
• Excellent stakeholder management, negotiation, analytical and communication abilities.
• Experience with developers, project management consultancies, engineering consultancies or main contractors is an advantage.
