Data & Governance Architect – Digital Services & Technology Office

About the role

Ngee Ann Polytechnic's Digital Services & Technology Office is hiring a Data & Governance Architect for a 2-year contract. You will design, implement and govern the technical architecture of the NP Enterprise Data and AI platform, keeping it scalable, secure and aligned with enterprise standards while embedding data governance, lineage and quality across all layers. You report to the Programme Manager of the NP Data and AI platform and work with schools, departments and outsourced vendors.

Key responsibilities

• Architecture: lead end-to-end design of the data lakehouse, translate business and governance requirements into architectural specifications, design ingestion pipelines and the Bronze-Silver-Gold medallion model in Delta Lake, and set standards for structured and unstructured sources (DBs, APIs, SharePoint, PDFs).
• Integrate and guide AI/ML and LLM solutions (Mosaic AI, Vector Search, Genie), optimise performance and resilience, and maintain architecture guidelines and design patterns.
• Governance: implement RBAC, lineage, tagging and classification via tools such as Databricks Unity Catalog, define encryption and tokenisation standards, ensure compliance with PDPA/GDPR, HIPAA and PCI DSS, and set data quality monitoring policies.
• Collaborate with Data Engineers, Data and AI Analysts, Platform & Security Engineers and business units to deliver pipelines, secure data flows and designs that support teaching and analytics needs.

Required profile

• 4-8 years in data architecture, governance or related fields.
• Degree in Computer Science, Engineering or a related discipline.
• Proven experience in cloud-native data platforms (Databricks, Snowflake, BigQuery or similar) and a background in regulatory compliance and data governance frameworks.
• Ability to bridge business, compliance and technology needs, with strong leadership, stakeholder management and risk awareness.

Required skills

• Certifications: Databricks Certified Data Engineer Professional / Architect, DAMA or CDMP (a plus); Azure/AWS/GCP Solutions Architect (a plus).
• Spark, SQL, Delta Lake and medallion architecture.
• Unity Catalog, metadata management, cloud networking, IAM and security integration.
• Data quality frameworks and GCC/GCC 2.0 experience (a plus).
