Director, Group Finance (Funding, Payment Model, IT)

About the role

This role reports to the Group Chief Financial Officer and leads funding, provider payment models and financial systems transformation across the cluster. It oversees the development, implementation and evaluation of funding and payor payment models to support right-siting of care, population health management and care transformation, while driving mission-based budgeting to allocate resources effectively.

Key responsibilities

• Own and drive end-to-end implementation of Mission-Based Budgeting, including headcount resourcing, enterprise budgeting and specialty P&L structures, plus executive dashboards and governance frameworks
• Engage with the Ministry of Health on capitation, transfer payments and subvention frameworks, and translate national healthcare policies into financial frameworks
• Oversee payment models such as Full Acute Bundles, their automation and integration into budgeting, accruals and reporting
• Develop sustainable funding models for Population Health and Integrated Care, and ensure successful pilots move to mainstream structures
• Lead IT finance transformation, including investment budgets, project oversight, cost monitoring, KPIs and harmonised financial reporting across Group Finance, GCIO and institutions

Required profile

• Degree in Finance, Accounting, Business or a related discipline
• Minimum 15 years of relevant experience, including financial planning and analysis and large-scale finance transformation or system implementation
• Healthcare or public sector financing experience preferred
• Proven ability to lead enterprise-wide initiatives and manage stakeholders including senior leadership and government agencies
