Engineer / Executive Engineer (Ecosystem Development)

About the role

The Civil Aviation Authority of Singapore (CAAS) is seeking a motivated officer for the Ecosystem Development section of its Next Generation Programme Office. The role supports strategic engineering development for next-generation Air Navigation Services (ANS) systems and helps build CAAS's long-term engineering capabilities.

Key responsibilities

• Develop and implement plans to build and sustain local engineering capabilities for next-generation ANS systems, identify emerging technology needs and contribute to AI engineering work such as knowledge graphs, model training, evaluation and fine-tuning.
• Apply AI and digital engineering tools to requirements analysis, knowledge management, automation, testing and decision support.
• Support deployment of CAAS engineers and strategic partners in ANS programmes, coordinate with stakeholders to track progress and resolve issues, and maintain integrated plans and senior management updates.
• Engage internal stakeholders, industry partners, vendors and research organisations to advance capability development and knowledge transfer, and facilitate collaboration across CAAS divisions and external stakeholders.

Required profile

• Training in Engineering, Information Systems, Information Technology, Computer Science or equivalent; aviation or engineering systems development experience preferred, but fresh graduates are welcome.
• Experience coordinating cross-functional projects with diverse technologies and multiple stakeholders preferred.
• Ability to understand technical concepts, assess emerging technologies and turn engineering needs into plans, reports and stakeholder proposals.
• Strong communication, analytical, problem-solving, stakeholder management and organisational skills, with sound judgment under pressure.
• Self-driven, team-oriented and able to travel for overseas training, meetings and work assignments.

Required skills

• Familiarity with AI engineering practices, AI-powered platforms and digital engineering tools, including knowledge graphs, model training, evaluation, fine-tuning and prompt engineering.
• Understanding of data governance, responsible AI practices and the management of engineering data and artefacts for AI-enabled solutions.

• A 3-year contract initially, with possible permanent appointment or contract renewal.
