Finance Director

About the role

The Finance Director will lead the statutory board’s finance function, ensuring robust governance, compliance and strategic financial planning for a research‑focused public sector organization. Reporting to senior ministry officials, the role provides high‑level exposure to national R&D funding and multi‑year innovation programmes.

Key responsibilities

• Oversee statutory board finance operations, applying consistent financial policies and delivering accurate reports to the Ministry and senior stakeholders.
• Implement strong financial controls and compliance frameworks across entities to maintain integrity and accountability.
• Steward the Research Development Fund budgets, managing planning, utilisation and liquidity as both grantor and implementing agency.
• Ensure full compliance with MTI and MOF budgetary requirements, including cash‑budget frameworks.
• Manage end‑to‑end financial reporting, covering cash budgets, awarded and committed budgets, retained earnings and multi‑year RIE block funding.
• Lead mid‑year and year‑end reporting to senior management, Audit Committees, Board EXCO and the parent Ministry.
• Coordinate with internal and external auditors (including AGO) to resolve audit findings and strengthen controls.
• Support strategic financial planning aligned with national and institutional priorities.

Required profile

• Degree in Finance or Accountancy with a recognised professional qualification (CA, CPA, ACCA).
• Minimum 10 years of senior leadership experience in public‑sector finance, preferably at Director level in a Statutory Board or Ministry.
• Proven track record in budget planning, execution and financial reporting.
• Strong knowledge of MOF budget policies, public‑sector accounting standards and audit requirements.
