Head, Software Design & Development (Enterprise Information Systems)

About the role

The Office of Integrated Information Technology Services (IITS) is seeking a senior leader to head software design and development for enterprise information systems. The role drives the delivery of high‑quality digital solutions across multiple platforms while fostering innovation and continuous improvement.

Key responsibilities

• Recruit, lead, and mentor a multidisciplinary team of software developers/engineers, set goals, and ensure on‑time, on‑budget delivery of enterprise solutions.
• Assist senior management in strategic technology planning and budgeting, develop roadmaps, and incorporate user feedback to enhance performance.
• Define and enforce application security, integration, and usability standards for on‑premise and cloud‑hosted solutions.
• Collaborate with project managers, business analysts, and stakeholders to translate requirements into technical designs.
• Manage vendor relationships end‑to‑end, including contracts, KPIs, and risk monitoring.

Required profile

• Bachelor’s degree in IT, Computer Science, Engineering or a related field.
• Minimum 10 years of experience leading software development or engineering teams in fast‑paced environments.
• Strong leadership, organisational, and communication abilities.
• Proven experience in project, outsourcing, and contract management.

Required skills

• Hands‑on expertise with SAP BTP, PeopleSoft, Microsoft Azure .NET, and low‑code platforms such as OutSystems.
• Deep knowledge of cloud technologies, secure and scalable architecture design, and software development methodologies.
• Ability to define and apply security, integration, and usability standards.
