HR Manager – Singapore & Regional Operations

About the role

We are looking for an experienced Human Resources Manager to lead end‑to‑end HR operations in Singapore while supporting regional HR functions for Malaysia, the Philippines and the United States. The role combines payroll oversight, talent acquisition, benefits administration and compliance with strategic HR projects.

Key responsibilities

• Manage full‑cycle payroll processing for Singapore and coordinate vendor activities for Malaysia, Philippines and the US.
• Lead regional recruitment – sourcing, screening, interviewing and extending offers.
• Prepare payroll, headcount and manpower cost reports and reconcile them with Finance.
• Administer employee benefits, insurance policies, annual renewals and claims.
• Handle government grants, statutory claims and training subsidies submissions.
• Draft, review and maintain HR policies, employee handbooks, SOPs and related documentation.
• Ensure compliance with local labour laws, statutory requirements and internal policies.
• Support the full employee lifecycle – onboarding, movements and off‑boarding.
• Partner with regional stakeholders and external vendors to deliver efficient HR services.
• Contribute to HR projects, process improvements, system implementations and employee engagement initiatives.

Required profile

• Bachelor’s degree in Human Resources Management.
• 10 + years of hands‑on HR operations experience, preferably in‑house.
• Proven experience in Singapore payroll processing and working with payroll vendors for Malaysia, Philippines or the US.
• Strong knowledge of regional recruitment, benefits administration and employment legislation.
• Experience in financial reporting, government claims administration and HR policy development.
• Excellent communication, stakeholder management and ability to work under pressure.
