Infrastructure Project Manager (Lead / Senior)

About the role

NCS, an AI tech services company and subsidiary of the Singtel Group, is hiring an Infrastructure Project Manager in Singapore. You will manage and implement infrastructure-based projects to quality, within scope and on time, while keeping deliverables compliant with processes and standards and meeting customer requirements. The role covers project administration, resource scheduling, financial monitoring, risk and issue management and quality assurance.

Key responsibilities

• Lead, deliver and maintain projects within time, scope and cost, and plan schedules, quality plans, budgets and risk and communication plans
• Manage issues from scope definition, component integration (hardware, software, testing, migration, data conversion) and project overruns
• Monitor project finances, track progress and report to senior management and the customer
• Mobilise resources across teams, oversee project transitions to operation and maintain service levels without financial penalty or security incidents
• Manage contracts and subcontractors, negotiate change control mechanisms and build long-term customer relationships
• Collaborate with cross-functional teams (IT operations, engineers, vendors) and manage scope, budget and risk
• Lead and motivate the project team, plan resource use across project and technical teams, and review performance

Required profile

• Experience managing public sector projects in Singapore and a valid active project management certificate (e.g. PMP, CITPM)
• Experience with government-approved vendors and contractors, and understanding of public-sector procurement and contract management
• Familiarity with Singapore government regulations, security standards, compliance and data protection laws (Personal Data Protection Act)
• Strong teamwork, leadership, negotiation and communication skills, able to work across remote teams and under pressure

• Network and server infrastructure: routers, switches, firewalls, load balancers, servers, storage, middleware, VPNs
• Cloud platforms (Azure, AWS, Google Cloud), virtualization (VMware, Hyper-V, KVM), SAN/NAS/DAS storage
• Security best practices, access controls, encryption and vulnerability management
• Project management tools (Microsoft Project, Jira) and change control
• ITIL principles, basic scripting (PowerShell, Python), DR/BC planning
