IT Operations Support Engineer (COMET Mobile)

About the role

Activate Interactive, a technology consultancy in Singapore, is seeking an ICT Operations Support resource for a 12-month fixed-term contract. The role supports DCTD in the operational takeover and steady-state management of COMET, StellarNet, COMET Mobile and related services, ensuring continuity across stakeholders, day-to-day follow-through, service and funding visibility, and security-conscious operating models.

Key responsibilities

• Review IT processes and structures, and manage subscriptions, billing, cost recovery, AOR/WBS funding, procurement and payment reconciliation
• Maintain the operational picture of service requests, quotas, migrations, lease extensions and dependencies, coordinating with GovTech, EUSS, TSMs, Finance, Procurement and others
• Coordinate TSM day-to-day activities, staffing, contracts, funding, security clearance and understudy arrangements
• Oversee COMET Mobile procurement, device/account mapping, onboarding, handover, replacement and termination, keeping device and entitlement records accurate
• Explore differentiated operating models and proportionate security controls for different user groups, including temporary staff
• Maintain action trackers, SOPs, RACI matrices, process flows and the Operations Handbook, and drive improvements

Required profile

• 8+ years of experience with GovTech service models, WOG shared services or vendor-managed ICT services
• Experience in public-sector or large-enterprise ICT environments
• Working knowledge of the MINDEF / SAF ICT context is advantageous
• Ability to work with funding, billing, subscription, asset and service records and reconcile operational dependencies

Required skills

• Understanding of ICT service delivery, operations, service management and vendor management
• Familiarity with asset and device lifecycle management, endpoint provisioning, software baseline controls and access control
• Strong coordination, analytical and problem-solving skills, and strong documentation and process visualisation
