Manager, Fixed Assets

About the role

The LTA Finance Division is looking for an experienced finance professional to join as Manager, Fixed Assets. You will manage the end-to-end financial accounting and reporting of Government-owned fixed assets, and also handle the accounting for Significant Infrastructure Government Loan Act (Singa) funded development projects. The role involves driving process improvements, growing a capable team and contributing to policy alignment discussions with the Ministry of Transport.

Key responsibilities

• Oversee the accurate and timely recording, tracking and reporting of Government-owned fixed assets in line with Government accounting policies and regulations, including compliance, complete asset data, confirmation exercises, year-end closing and audit support.
• Manage the full fixed assets accounting cycle for Singa projects, ensuring accurate and timely processing.
• Support engagement with the Ministry of Transport and other ministries on accounting policy, helping align LTA's policies with the Instruction Manual and Fixed Assets Manuals, and shape fixed assets management frameworks as funding models evolve.
• Act as an internal subject matter expert, advising divisions on asset treatment and classification, implications for new projects and proposals to solve accounting challenges.
• Identify gaps and inefficiencies in fixed assets processes and design and implement improvements, using technology such as AI and digitalisation tools, and share knowledge to build team capability.

Required profile

• Accountancy knowledge or an equivalent professional qualification.
• At least 5 years of finance experience.
• Fixed assets management experience, preferably in the public sector or a large organisation.
• Strong learning agility, self-motivation and ability to work independently in a dynamic environment.
• Holistic problem-solving, strong interpersonal and communication skills, and demonstrated initiative and leadership in driving workstreams and improvement projects.

Required skills

• Meticulousness with numbers and competence in Microsoft Office.
• Knowledge of AI tools, SAP, data analytics/visualisation tools and RPA is an added advantage.
