Manager / Senior Manager, Budget Planning (RPD)

About the role

This is an individual contributor role within the SkillsFuture Group (SGG) that shapes how public resources advance the Jobs and Skills priorities. You will work with Ministries, SWDA divisions and senior management to steward the annual and multi-year budgets, turn financial insights into strategic decisions and help deliver outcomes for individuals, employers and the training, career and employment services ecosystem. The role reports to the Team Leader; at Senior Manager level you handle more complex work and manage additional projects.

Key responsibilities

• Lead annual budget planning and secure funding across relevant sources, and secure the multi-year Jobs and Skills Programmes Budget by working with divisions and Ministries.
• Allocate and manage annual and multi-year budgets across operations and programmes to optimise resource use.
• Strengthen budget management frameworks, policies, controls and governance, and advise divisions on budget requirements.
• Prepare Ministry submissions supporting funding decisions.
• Review budget utilisation and programme performance with divisions and use automated data dashboards to track and inform decisions.

Required profile

• Experience in budget planning, financial management, public-sector funding or programme management.
• Experience driving organisation-wide or multi-year budget planning, funding submissions, resource allocation or governance reviews.
• Experience engaging government and senior stakeholders.

Required skills

• Strategic planning and budget management, with knowledge of governance, controls and accountability frameworks.
• Analytical ability to turn expenditure data into insights, recommendations and management reports.
• Data analytics, dashboard development and digital tools for budget monitoring and reporting.
• Stakeholder engagement and negotiation, and excellent written and verbal communication.
