Manager, SimDB, SGNIC

About the role

SGNIC Pte Ltd, a subsidiary of the Infocomm Media Development Authority (IMDA), is seeking an experienced, technically strong professional to join its SIM Card Database (SimDB) team. The SimDB is a centralised SIM card database supporting IMDA's anti-scam framework, and the role oversees the technical operations of the SimDB systems, with responsibility for their security, stability, resilience, data integrity and availability.

Key responsibilities

• Oversee end-to-end operations and the lifecycle of the assigned system(s), ensuring availability, reliability, resilience, security, performance and scalability.
• Lead system upgrade, integration, change or migration projects.
• Oversee incident, problem and service request management, escalation workflows and SLA adherence.
• Ensure compliance with policies, standards, procedures and regulations through regular security reviews and risk management, and maintain system documentation for auditability.
• Act as the primary technical contact for the assigned system(s).
• Manage the vendor providing 24/7 L1 technical support, including service delivery, performance and compliance.
• Manage the budget and expenditure for the assigned system(s).
• Oversee procurement, including tender specifications, evaluation and contract negotiations.

Required profile

• Background in Computer Science, Information Systems, Information Technology or a related field.
• Minimum 5 years of working experience.
• Proven ability to manage vendors, budgets and cross-functional teams.

Required skills

• Solid knowledge of cloud computing; AWS certification, Microsoft Azure certifications or Government on Commercial Cloud (GCC) experience is advantageous.
• Solid knowledge of IT project management; PMP or ITIL certification is advantageous.
• Solid knowledge of cybersecurity principles; CISSP, CCSP or equivalent certification is advantageous.
