Pre-Construction Manager – Data Centre (ECI Specialist)

About the role

The Pre-Construction Manager (ECI Specialist) leads the planning, design optimisation and procurement phase of a greenfield data centre project in Singapore’s Western Region before construction starts. The role manages the Early Contractor Involvement framework, linking the client’s design consultants, local qualified persons and the selected ECI main contractor to ensure constructability, budget control and high‑voltage grid readiness.

Key responsibilities

• Convert the ECI pre‑construction agreement into the final execution contract using SIA, REDAS or FIDIC Yellow Book forms.
• Manage open‑book cost verification, audit trade packages and establish a transparent GMP or lump‑sum contract.
• Lead value‑engineering workshops to optimise costs while meeting Tier compliance and Green Mark Platinum targets.
• Coordinate with SP PowerGrid to secure 22kV/66kV connections, substation design and energisation sequencing.
• Conduct constructability reviews of civil, structural, architectural and MEP systems and develop an optimized construction schedule.
• Obtain authority clearances from BCA, JTC, PUB and NEA and align the project with sustainability certification requirements.

Required profile

• 10+ years of construction project management experience, with at least 4 years in pre‑construction or ECI for data centres or similar heavy‑industrial facilities.
• Deep knowledge of SIA, REDAS and FIDIC Yellow Book contract frameworks and risk allocation.
• Proven experience handling 22kV/66kV grid connections and substation approvals with SP PowerGrid.
• Power‑user proficiency in Smartsheet, Procore and Autodesk Construction Cloud for milestone tracking and BIM coordination.
• Bachelor’s degree in Engineering or Construction Management; PMP or equivalent certification highly preferred.
