Principal Engineer - Ecosystem Development (Next Generation ANS)

About the role

The Next Generation Programme Office (NGPO) at the Civil Aviation Authority of Singapore (CAAS) is looking for a Principal Engineer / Senior Principal Engineer to deliver complex, software-centric Next Generation Air Navigation Services (ANS) systems. You will work with system suppliers, industry partners and CAAS engineering teams to shape requirements, architecture, interfaces and integration, covering the full systems engineering lifecycle from requirements and design assurance to integration, validation and transition to operational readiness.

Key responsibilities

• In-house development: lead and support engineering studies, design reviews and technical discussions; align designs with system architecture and operational intent; plan and support integration, verification and validation, including regression, interface, simulation and performance testing; guide the use of test and measurement tools; prepare technical assessments, recommendations and decision papers.
• Technical assurance of supplier solutions: take part in design reviews, manage requirements, architecture and interface designs, and conduct independent assessments of software, hardware and network designs against operational, safety, cybersecurity and delivery considerations.
• Act as primary technical lead to keep architecture, interfaces and behaviour aligned with approved requirements and design intent, identify and track technical and integration risks, and maintain traceability, configuration control, change management and discrepancy closure.
• Develop test strategies, plans and acceptance criteria, and oversee system, subsystem and software testing.

Required profile

• Training in Engineering, Computing, Information Technology, Computer Science or a related field; postgraduate qualification in Systems Engineering is advantageous.
• At least 8 years of systems engineering experience in large-scale, software-centric real-time, safety-critical or mission-critical systems, preferably in aviation or Air Traffic Management.
• Strong understanding of the systems engineering lifecycle, including requirements, architecture, interface management, integration, verification, validation, transition and operational support.
• Ability to work with multi-disciplinary teams, suppliers and partners across locations, and to communicate complex engineering issues to technical and non-technical stakeholders.
• Able to travel for overseas training, meetings and work assignments if required.

Required skills

• Familiarity with systems engineering standards such as ISO/IEC/IEEE 15288.
• Practical experience in site integration, deployment, test setup, commissioning, test planning, validation, defect management and acceptance evidence preparation.
• Advantageous: knowledge of Java, C++, Ada, Python, GitLab, Jenkins, Argo CD, Polarion, Jira, DOORS, Jama and MBSE tools; Agile, DevSecOps; ICAO or Eurocontrol standards.

Appointments are commensurate with experience; successful candidates receive a 3-year contract initially, with possible permanent tenure or renewal.
